Chilling Encounter: Alleged Hit-and-Run Driver Accused of Deliberately Targeting and Killing Pedestrian

In a shocking incident that has sent shockwaves through the community, a 69-year-old man has been charged with first-degree murder, aggravated assault with a vehicle, and several driving offenses after allegedly striking a 63-year-old pedestrian with his car and then deliberately running him over again as the victim tried to crawl to safety.

A Tragic and Senseless Act of Violence

The Horrific Incident

Authorities have reported that the incident occurred on a Saturday morning in the Roseland neighborhood of Chicago. Surveillance footage showed a black Audi sedan chasing a person near the intersection of 107th and Halsted streets. Moments later, the victim, identified as 63-year-old Steven Moore, was seen leaving a nearby gas station and crossing 107th Street towards Emerald Avenue.The Audi was then observed following Moore and stopping at the intersection of 107th and Emerald. As Moore began to cross the street, the Audi allegedly accelerated and struck him. The driver then made a U-turn and drove back towards the victim, who was attempting to crawl onto the sidewalk. The Audi then ran over Moore and dragged him a short distance, according to prosecutors.After striking Moore a second time, the driver, identified as Parrish Hartley, allegedly got out of the car, stood over the victim, and then got back in the vehicle and drove away. Moore was pronounced dead at the scene, and an autopsy ruled his death a homicide due to multiple blunt-force injuries.

Hartley's Alleged Violent Rampage

Prosecutors claim that Hartley was involved in several other incidents on the same day before being taken into custody. Less than half an hour after the fatal hit-and-run, Hartley was allegedly driving the Audi when he approached a man walking his dog and threatened to kill him "just like the others." The man hid in a backyard when Hartley stopped the car and went to retrieve something from the trunk.About 15 minutes later, Hartley was accused of threatening to kill another person while holding a knife in the 11100 block of South Green. A short time later, Hartley allegedly began following a woman he had seen leaving a McDonald's and rammed her car with the Audi. When the woman's car was struck, Hartley got out of the car carrying a knife and a cellphone, but he got back in his car when he saw a witness who had observed him strike the woman's vehicle.The witness then used their car to pin shut the driver's-side door of Hartley's car, but Hartley reportedly ran away, leaving the Audi behind. Police found Hartley about 20 minutes later, and he was identified by the woman he had allegedly struck.

Evidence and Charges

Prosecutors stated that Hartley is the registered owner of the Audi, which had front-end damage, bloodstains, and markings that matched the surveillance footage. Hartley was charged with first-degree murder, aggravated assault with a vehicle, and several driving offenses related to the hit-and-run crash, as well as the other incidents that occurred that day.In addition, Hartley is facing a misdemeanor aggravated assault charge in a separate case from June, in which he allegedly brandished a handgun at a man. Prosecutors have moved to revoke his release in that case as well.Judge Deidre Dyer ordered Hartley to be held in custody pending trial as the case continues to unfold. The tragic and senseless nature of the alleged crimes has left the community in shock and seeking answers.
